Manufacturers and importers of e-cigarettes and e-liquids will be required to provide a complete list of the product’s ingredients
The Ministry of Health has proposed incorporating these and other requirements into the Tobacco Control Law to ensure further harmonization of anti-smoking legislation with European directives and recommendations on smoke-free and aerosol-free environments. The bill was reviewed yesterday at a meeting of the secretaries-general. According to the draft, the changes will affect manufacturers and importers of e-cigarettes and e-liquids: they will be required to list on the packaging a complete list of ingredients in the product in descending order of weight, as well as information on flavorings, the nicotine content of the product, and the amount of nicotine released per dose, the batch number, and a warning to keep the product out of the reach of children. It is also proposed to update the rules for the placement and design of smoking hazard warnings on tobacco product packaging; this concerns requirements for the size, placement, and visibility of text and images. Thus, on packages with a flip-top lid, where the side surface is divided into two parts when the package is opened, the general warning and informational message must be placed entirely on the larger of the two divided surfaces. The general warning must also be placed on the inner side of the top surface, which becomes visible when the package is opened. The side surfaces of this type of packaging must be at least 16 mm high. The draft provides for an update to the medical warning texts; they will be supplemented with messages about the risks of oral and throat cancer, threats to the unborn child, the impact of tobacco smoke on children, the family, and the environment, as well as a call to quit smoking for the sake of loved ones. The draft also clarifies certain terms, such as “advertising,” “sponsorship,” and “importer of tobacco products and related products,” to eliminate legal loopholes in the regulation of tobacco product promotion.
