The legal framework regulating the activities of independent entrepreneurs (freelancers) is planned to be adjusted

The Secretariat of the Economic Council under the Prime Minister held technical consultations with businesses and experts to discuss the possibility of improving the regime for independent economic activity for individuals. Representatives of businesses, industry associations, tax policy experts, and representatives of the freelance community participated in the discussions. Discussions focused on adapting the independent entrepreneur regime to changes in the labor market, reviewing the annual income limit for freelancers, reducing administrative barriers to registration and termination, and clarifying the legal and tax status of freelancers, including those in new professions in the creative industries and the digital sector. It was noted at the meeting that the current tax regime for independent entrepreneurs limits companies' ability to attract freelancers. Situations were identified where certain categories of economic agents applying tax regimes other than those provided for freelancers are unable to legally collaborate with them or face significant barriers when concluding contracts. This reduces companies' flexibility, hinders freelancers' access to the market, and diminishes the economic potential of this regime. To gather as much practical experience and opinions as possible from directly affected parties, the Secretariat of the Economic Council, together with the Association of European Businesses, developed and launched two public opinion surveys: one for freelancers and one for companies that collaborate with them. // 22.05.2026 – InfoMarket.
