In Moldova, vehicles will be registered without presenting a document confirming the payment of the fee for the use of roads.
At the same time, the concept of "mandatory technical inspection" in the Tax Code will be replaced by "periodic technical inspection", and the periodic technical inspection of vehicles will not be possible without paying a fee for using the country's highways for the current year. This is provided for by amendments to the current legislation, which the Parliament adopted in the first reading. It is provided that vehicle owners pay a fee for the use of the country's highways on the date of the annual periodic technical inspection of the vehicle, if they have not paid the fee before that. In this case, without paying a fee, a periodic technical inspection of the vehicle will not be carried out. It is stipulated that enterprises conducting periodic technical inspection of vehicles are required to keep a computer record of all vehicles that have passed technical inspection. All data will be reflected in the State Register of Vehicles. Herewith, when registering a vehicle (when registering a transfer of ownership, issuing a duplicate of a vehicle registration certificate), the applicant will no longer be required to submit a periodic technical inspection report and proof of payment of the toll for the use of roads. The authors of the bill note that the Public Services Agency, in accordance with its powers, ensures the registration of property rights, which does not apply to the admission of vehicles into circulation. Currently, individuals and legal entities owning vehicles registered in Moldova are subject to a fee for the use of roads from the date of state registration of the vehicle, if this fee has not been paid earlier. Meanwhile, registration, as well as a mandatory technical inspection of the vehicle without presenting a payment document confirming the payment of the toll for the current year, is not performed. And when registering a vehicle, the Public Services Agency requests confirmation of payment of the fee and a technical inspection report - and these are documents that are not within its competence. The developed amendments to the legislation will facilitate the registration of vehicles, eliminate the need for archiving dossiers on the registration of vehicles and documents that are located in different institutions and entities, while reducing the paperwork. According to the draft law, the periodic technical inspection of motor vehicles is a specialized activity according to established rules and at certain intervals, which certifies the implementation of the minimum safety rules for a particular vehicle. Passing the technical inspection ensures that the vehicle will not endanger the life of the driver and other road users due to technical malfunctions. The draft law also provides for the replacement in all regulatory acts of the name of the State Register of Transport with the State Register of Vehicles.
