
Another step has been made in Moldova for the implementation of the Vulcanesti-Chisinau transmission line construction project within the framework of the WB-financed project worth 61 million euros
The Energy Ministry reported this, noting that, in particular, the owners of lands needed for the construction of the Vulcanesti-Chisinau overhead power line from 30 localities in the country were informed about the importance of this project for the citizens and for the country as a whole, as well as about the special expropriation procedure, the procedure of filling in and submitting applications for compensation, documents to prove the ownership right, as well as the procedure of determining the amount of compensation. The public consultations took place from January 22 to February 9, with the participation of representatives of the Consolidated Unit for Implementation and Monitoring of Energy Projects (UCIPE), SE Moldelectrica, SE "IPOT" (Planning Institute for Land Management), social consultant Green Partners (Romania) and representatives of the contractor KEC. As previously reported, the Moldovan government approved the procedures for expropriation of land for the construction of the Vulcanesti-Chisinau high-voltage transmission line. In particular, it is stipulated that the land plots located in the place of construction of the 400 kV Vulcanesti-Chisinau transmission line, declared a project of national importance, will be expropriated and their owners will be compensated. In particular, about 900 land plots privately and publicly owned by the administrative-territorial units of Taraclia, ATU Gagauzia, Cahul, Leova, Cimislia, Hincesti, Ialoveni and Chisinau municipality (Bacioi commune) will be expropriated and transferred to the state. The evaluation of the compensation amounts will be provided by the Planning Institute for Land Management in accordance with Moldovan legislation and evaluation reports prepared by independent appraisers. Compensation proposals will be sent to landowners in the next period. In order to ensure the right to fair compensation, a Dispute Resolution Commission was established by Government Decision. Owners who will not have the necessary documents (confirming ownership/other proprietary rights to the land plot) or who, due to objective circumstances, will not be able to claim compensation, will have the right to inform the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE) and request support on how to receive compensation. According to the Ministry of Energy, the construction of the 400 kV Vulcanesti-Chisinau transmission line is part of the project for the development of Moldova's electricity system. The cost of the project, financed by the World Bank, is 61 million euros. The transmission line will allow transportation of electricity from Romania or other European markets to Chisinau, bypassing Moldavskaya GRES located in the Transnistrian region. // 12.02.2024 - InfoMarket.
