
The feasibility study for expansion and modernization of thermal power plants within Termoelectrica will be developed by a consortium of companies Colenco Ltd and Urban Technology Alliance.
The Ministry of Energy and the Consolidated Unit for Implementation and Monitoring of Energy Projects (UCIPE) announced this. As noted, in particular, this feasibility study should identify solutions for the development and diversification of sources of heat and electricity generation, including in terms of modernization of CHPs within Termoelectrica. The document is an integral part of the second World Bank-financed District Heating Efficiency Improvement Project (PIESACET-2). The company that will develop the study (joint venture Colenco Ltd. Skopje (North Macedonia) and Urban Technology Alliance (UK)) was selected through an international tender. UCIPE Director Ruslan Surugiu emphasized the importance of the feasibility study in defining and establishing medium and long-term directions for managing the development of internal heat and electricity generation capacity within Termoelectrica. According to him, it represents the next step for the preparation of important investments for the modernization of the country's energy infrastructure. In this context, Termoelectrica director Iurie Razlovan specified that the corresponding investment package is useful and expected by the company. "We expect that the best solutions existing in the industry will be identified, as this feasibility study will determine what we will do next and how we will modernize the energy infrastructure within Termoelectrica," he said. The feasibility study will look at various state-of-the-art technologies, fuel solutions and complementary technologies. Also, energy, technical, economic and financial models will be developed to determine the optimal solution and investment strategy proposed for implementation, which will contribute to the development of the district heating system in Chisinau municipality and the efficient and reliable supply of heat energy to consumers. The timeframe for the feasibility study is 8 months. Another component of the second District Heating Efficiency Improvement Project (PIESACET-2) concerns the construction of new highly efficient thermal power plants (55 MW) within Termoelectrica. The international tender for this investment package will be repeated. As previously reported by InfoMarket, Moldova will re-tender the construction of new high-efficiency cogeneration plants for Termoelectrica. This decision was taken in coordination with the World Bank, which finances this project, as both bids submitted to the tender were found to be non-compliant with the necessary requirements and conditions of the tender. The tender for the installation of high efficiency cogeneration units at the Western Boiler Plant (CT-Vest) and CHP Source 3 (CET Sursa-3), as well as the installation of electrical transformers and switchgears (design, supply, installation) is part of the World Bank's Second "Chisinau District Heating Efficiency Improvement Project (PIESACET-2)".
