According to the energy regulator, in particular, on December 9, the procedure of temporary certification of the transmission system operator Moldelectrica, based on the model of independent system operator, was completed, and the Management Board of ANRE adopted the relevant decision. The obligation to unbundle electricity transmission system operators is a requirement of the EU Energy Package III, as well as a commitment of the Moldovan government within the Memorandum on Economic and Financial Policies. With Moldova's accession to the Treaty establishing the Energy Community, our country enjoys all rights guaranteed to contracting parties and is therefore subject to all obligations imposed by the Treaty. According to the National Energy Regulatory Agency (ANRE), the provisional certification of the transmission system operator is part of the comprehensive certification procedure, which constitutes its first stage, followed by the conclusion of the Energy Community Secretariat. In case of its positive opinion on the Agency's decision to temporarily certify the transmission system operator, the certification process will be completed by issuing a final decision on Moldelectrica certification, taking into account possible recommendations of the Energy Community Secretariat. As a result of efforts, the independent transmission system operator Moldelectrica has confirmed its independence with respect to electric power companies operating in the field of electric power and natural gas supply or production, as well as the financial, technical, physical and human resources necessary to perform the functions and obligations imposed by law on the independent system operator, ANRE notes. At the same time, the owner of the transmission networks, which under the law is the state represented by the Ministry of Infrastructure and Regional Development, has fulfilled its legal obligations. Among them there are mentioned cooperation and support necessary for the independent system operator to perform its duties, providing it with all relevant information, providing guarantees to facilitate the financing of possible extensions in the power transmission network, non-participation in the company's operational activity, etc. Moldelectrica is engaged in the transportation of electricity through high-voltage power grids and the centralized operational management of the electric power system at the level of the Central Dispatch Service. // 09.12.2022 - InfoMarket
