Vadim Ceban, chairman of the Board of Moldovagaz SA, has informed about this while presenting detailed information on the negative tariff deviations accumulated earlier and the stages of their inclusion in the end-user tariff for reimbursement. He wrote in his telegram channel that the regulator-approved structure of regulated prices for natural gas supply from October 1, 2022 included corrective components of regulated income (tariff deviations) amounting to 3 billion 935.2 million lei and determined for the previous periods of regulation: for the period of 2011-2019 in the amount of 43.6 million lei and for the period of 2011-2019 in the amount of 43.6 million lei; for 2020-2021 in the amount of 2 billion 074.1 million lei and for January-September 2022 in the amount of 1 billion 817.5 million lei. The head of Moldovagaz stated that the total accumulated negative tariff deviations of the supplier of natural gas for January - September 2022 amounted to 5 billion 095.3 million lei, including 1 billion 859 million lei of negative tariff deviations from the cost of natural gas, which can be explained by the following factors. In the current regulated prices for the supply of natural gas, based on the approved structures of ANRE for 2022, the average purchase price of natural gas was $646.18 at the national currency rate of 17.8705 lei per $1, or 11547.51 lei per 1 thousand cubic meters, while the actual average purchase price for 9 months in 2022 was formed in the amount of $773.44 at an average exchange rate of the national currency of 18.5516 lei per $1, or 14348.54 lei per 1 thousand cubic meters, which led to the formation of negative tariff deviations for 9 months of 2022 in the amount of 1 billion 858.98 million lei at the cost of natural gas purchasing. As Vadim Ceban emphasized, at the same time, the changes made to the current Methodology from September 16, 2022 provide for, in the event of a revision of regulated prices during the reporting year, the inclusion in the cost structure of the natural gas supplier of part of the accumulated tariff deviations from the beginning of the year, to compensate them in order to ensure coverage of reasonable costs incurred by the supplier from the date of the revision of the regulated price until the end of the reporting year.
