
Moldova will prohibit the disconnection of apartment risers from the central heating system and will develop a new methodology for the distribution of heat consumption and costs associated with this consumption.
A decision to this effect was adopted by the Commission for Emergency Situations. In particular, it decided that in order to ensure economic justice among tenants of the house with apartments disconnected from the centralized heating system, a number of measures will be adopted starting from November 1, 2022. In particular, the Ministry of Infrastructure and Regional Development will approve by its order the methodology for the distribution of heat consumption and costs associated with this consumption among the consumers of an apartment building connected to the central heating system, in deviation from Act No. 100/2107 on normative acts. Apartment owners from buildings with central heating will pay the heating fees calculated by the manager/suppliers or other legal entities (individuals) in accordance with this Methodology until it is approved by the government. The heat suppliers will provide technical assistance to the housing managers for the correct application of the mentioned methodology. It is stipulated that it is prohibited to disconnect risers from the centralized heating system and isolate them in order to avoid changing the uniform distribution of heat carrier and prevent overheating of some apartments and underheating of other apartments. // 01.11.2022 - InfoMarket
