
Moldova plans to simplify the terms for entrepreneurial activity.
This was stated by the head of the Ministry of Economy, Sergiu Gaibu, at a government meeting. He noted that the discussion of the business development program has already started and the Ministry of Economy is preparing a package of amendments to the legislation, which aims at eliminating barriers to entrepreneurial activity. According to him, in addition to regulating the regulatory framework, the project involves the introduction of simplified tax regimes, primarily in terms of reporting. Also, following the experience of other countries, it is planned to introduce a financing tool with reasonable interest rates, to create an alternative to the banking system to finance investments in important sectors of the country. The imbalance between the supply of skilled labor and the demand for skilled labor must also be redressed. This package of legislative amendments is expected to be presented for public discussions in September. Also under discussion is a project to stimulate e-commerce. Prime Minister Natalia Gavrilita said she expects the Ministry of Economy and the Finance Ministry, as well as other competent institutions to intensify the work on these important draft laws, as well as on the tax policy project for 2023, which were also elaborated on the Economic Council platform under the Prime Minister. She asked for the documents to be ready till the Moldova Business Week (September 15-16). According to Natalia Gavrilita, it is necessary to ensure maximum clarity of what Moldova can offer to foreign investors. Sergiu Gaibu presented the main fields on which the agency works in order to stimulate the development of entrepreneurship and to provide support to young businessmen, export-oriented enterprises, carry out business re-engineering and energy efficiency, etc. He mentioned the qualitative reorganization of the Consumer Protection and Market Surveillance Agency and the Entrepreneurship Development Organization, spoke about the important credit agreement with the World Bank (45 million euros) on the SME support project, as well as the partnership with the Future Technologies Activity Project (funded by USAID and Sweden), within which it is planned to promote e-commerce and digitalization of industries (project budget - about $32.8 thousand until 2026). Sergiu Gaibu highlighted the dynamic development of the IT-industry in Moldova: last year export growth made up 35% and sales exceeded 6.8 billion lei.
