Moldova and France will sign an intergovernmental agreement on the activity of the French Development Agency, Proparco and Expertise France in Moldova.

The Cabinet of Ministers approved the signing of this document at Wednesday's meeting. Finance Minister Dumitru Budianschi said the agreement aims at setting the necessary legal framework, as well as at defining the rules of activity of the French Development Agency (AFD) in Moldova. The agreement will contain 9 articles regulating the legal, fiscal and financial conditions applicable to the status of the AFD Group representative office and activities in Moldova, as well as the forms of cooperation between Moldova and the AFD Group. Dumitru Budianschi recalled that in summer 2021, the French Development Agency was mandated to provide development assistance to Moldova. AFD will support development projects in Moldova, in line with its Regional Strategy (combating climate change and supporting equitable and inclusive transitions) in 3 key areas: reforestation and irrigation; modernization of water and sewage systems; electricity connections and energy efficiency in buildings. In these sectors, AFD will provide a wide range of financing instruments and technical expertise, including loans for public policy support of reform programs; investment loans to finance infrastructure that contributes to green and sustainable growth; financing of feasibility studies and technical assistance programs; investments in investment funds; private sector financing through its subsidiary Proparco, which is responsible for private sector financing. The agreement will be concluded in perpetuity and will enter into force on the first day of the second month following the date of receipt of written notice of completion of the internal procedures necessary for its entry into force. The agreement is scheduled to be signed today by Deputy Prime Minister and Minister of Foreign Affairs and European Integration Nicu Popescu and French Foreign Minister Catherine Colonna. // 15.06.2022 - InfoMarket
