Moldova is adapting its road transport regulations to EU standards and will incorporate 14 European regulations into national legislation to create a modern, European, and unified legal framework in this area

The Ministry of Infrastructure and Regional Development announced this, noting that, in particular, the draft road transport code alignment with EU regulations was discussed during public consultations chaired by Minister Vladimir Bolea and State Secretary Mircea Pascăluță. Representatives of professional associations, transport operators, and the business community participated in the event. The proposed amendments provide for the full and coordinated transposition of Mobility Package I and relevant EU legislation into national legislation, consolidating in a single regulation the key European rules governing access to the road transport operator profession, market access, and operating conditions in this sector. These amendments will provide Moldovan transport operators with a regulatory framework compatible with that applied in EU countries, facilitating access to the European market, reducing administrative barriers, and ensuring more transparent and predictable competitive conditions. The draft law also includes measures to digitalize administrative processes, allow for the use of driverless vehicles under certain conditions, regulate cabotage, and tighten road safety and social protection requirements for drivers. The new provisions also aim to recognize professional skills in accordance with European standards, thereby enhancing the competitiveness of the road transport sector. During the consultations, participants analyzed the proposed amendments and submitted suggestions and comments, which will be further considered during the finalization of the draft.
