
The issues of exchanging permits for transport operators of Moldova and Russia for 2025 should be resolved by a joint commission - Russian Ministry of Transport
The Russian Ministry of Transport notified its Moldovan colleagues about this, answering a question about the decision on permit quotas for 2025. The National Agency for Automobile Transport of Moldova (ANTA) informed operators of international road freight transport that, according to the response received, the Russian Ministry of Transport clarified that issues related to the exchange of permits between the states for the current year should be resolved by the competent authorities during a meeting of the Joint Commission, based on the provisions of Art. 18 of the Intergovernmental Agreement on International Automobile Transport. The Russian side also reported that Russian transport operators have not been operating on the territory of Moldova since 2022, given the regional situation, and the Russian Federation believes that this disproportion does not correspond to the goals of the aforementioned current agreement, which provides for the development of road transport between the countries on the basis of reciprocity. It was previously reported that in 2024, the number of permits for cargo and irregular passenger transportation for the Moldovan side was reduced by Russia unilaterally, and, accordingly, the Moldovan authorities received only 4,000 documents.
