
Moldovan transport workers stopped earlier at the Russian border have been allowed to leave on the basis of single permits valid for 2024
The National Road Transport Agency (ANTA) reported this, noting that as a result of measures taken and negotiations held by the Ministry of Infrastructure and Regional Development of Moldova, the National Road Transport Agency and the Moldovan Embassy in Russia together with representatives of the Ministry of Transport of the Russian Federation, the situation regarding vehicles stopped earlier by Russian customs authorities was unblocked. The Federal Customs Service of Russia allowed the exit from the territory of the Russian Federation of vehicles from Moldova, stopped on the basis of a single permit, from the 2024 quota, without applying fines. As for the quota of permits for international road transportation of goods on the territory of the Russian Federation in the current year, the Agency will provide details as soon as it receives the decision of the Ministry of Transport of the Russian Federation. In the first days of January 2025, there were numerous complaints from Moldovan cargo carriers that the Federal Customs Service of the Russian Federation refuses to accept single permits valid until 2024 for entry into and exit from Russia. At the same time, Moldovan hauliers were held administratively liable for fines and required to present a permit for 2025 in order to continue traveling. Representatives of the Ministry of Infrastructure and Regional Development of Moldova informed the Russian side represented by the Ministry of Transport that in accordance with the provisions of the Intergovernmental Agreement on International Road Transport between Moldova and Russia, the permits issued during each year are valid until January 31 of the following year. Therefore, the Moldovan transport permits for 2024 are valid until January 31, 2025. The Moldovan authorities called for allowing the continuation of planned trips of vehicles from Moldova blocked on the territory of the Russian Federation without applying penalties. The Moldovan Ministry of Infrastructure and Regional Development also reported that the Russian permits for cargo and irregular passenger transportation for 2025 have not been received, therefore, the Moldovan side requests to send a designated contingent to exchange permits between the countries. Previously, in 2024, the number of permits for the Moldovan side was unilaterally reduced by Russia and, accordingly, the Moldovan authorities received only 4,000 documents. ANTA requested to supplement the quota by 12,000 permits. However, as of July 9, 2024, the competent Russian authorities have still not responded to this request.
