
A “green corridor” has been created for Moldovan carriers blocked in Russia and Belarus so that they can return home without additional permits.
The National Road Transport Agency recommends that carriers organize trips bypassing Ukraine. After negotiations with the competent authorities of a number of states, two "green corridors" were identified for the transit of blocked transport units on the territory of Russia and Belarus for their return to Moldova. Thus, carriers can choose the transit option Georgia - Turkey - Bulgaria - Romania. After negotiations with the competent authorities of Georgia, Moldovan carriers were allowed to transit without permits for the transport of goods. In accordance with the provisions of bilateral intergovernmental agreements and protocols of meetings of joint commissions in this area, transit through the territories of Turkey, Bulgaria and Romania has been liberalized. Also, transport operators can also use the transit corridor Poland - Slovakia - Hungary - Romania. In this regard, we note that Moldovan carriers were allowed to transit through the territory of Slovakia without permits for the transport of goods by road. In order to take advantage of the permission granted by the Polish and Hungarian parties, conditions were set. For transit through the territory of Poland, Moldovan carriers must present an authorization issued by ANTA in the form of a scanned document, without the obligation to have a paper certificate. Transport operators can request a permit in the ANTA single window, which can be scanned and sent to the driver for presentation to the Polish control authorities. For transit through the territory of Hungary without permission and without electronic registration in the BIREG system of blocked vehicles, from February 20 to February 25, operators must provide information on the registration numbers of vehicles that will operate transit trips, with supporting documents attached, by e-mail: anta@anta.gov.md. This derogation is valid until March 4, and transit through the territory of Hungary will be carried out through the border checkpoints "Tornyosnémeti" and "Satoraljaujhely" with the presentation of the necessary supporting documents (consignment note under the Convention on the Contract for the International Carriage of Goods by Road (CMR Convention) or other documents). It is noted that when applying for a permit for the transport of goods by road in transit through Poland, it is necessary to submit supporting documents and the information mentioned above in order to use the transit permit issued by the Hungarian side.
