According to information published on the website compensatii.gov.md, the decision to provide compensation and its amount will be determined individually by the Energy Vulnerability information system. Compensation for each household will depend on income, the number of cohabiting persons, their status (disabled, child, pensioner, full-time student, unemployed), the type of main heating source in the house and other factors. At the same time, child benefits paid by the National Social Insurance Fund will be included in the monthly family income. Consumers who heat their homes with natural gas, thermal energy, electricity or solid fuel (wood, coal, pellets, briquettes) can apply for compensation. The platform reports that the system will automatically exclude from the list of beneficiaries households whose members own shares in real estate worth more than 2.5 million lei, and also had dividend income of more than 300 thousand lei in the year preceding the year of the compensation request. In addition, applicants who consumed more than 350 cubic meters of natural gas during the previous heating season (or had heating costs equivalent to this amount) will not be eligible for compensation. A mandatory condition this year will be the need for the applicant to reside for more than 8 months during the last 12 months. It is noted that in order to fairly distribute the compensation, the data entered by applicants will be carefully checked, analyzing the income and expenses of households, as well as the number of household members. To ensure the accuracy of the data, the authorities will use information on the income of individuals held by the State Tax Service, the National Social Insurance Fund and other state institutions, as well as banking institutions, credit bureaus and other financial organizations. It is noted that the authorities have access to data on applicants' property loans stored in banking institutions, credit bureaus and other financial institutions, which will allow a more accurate assessment of the disposable income of households. In the event of concealment of information or provision of false information for the purpose of obtaining financial gain, the beneficiaries of compensation will have to return the illegally obtained money to the state. This year, compensation will be transferred to the beneficiary's personal bank account, through the country's post offices or to the bank account to which the social card is attached, to which social pensions and benefits are credited.
