
Moldova and the United States will sign a memorandum of understanding regarding the acquisition of a land plot for the construction of a new office of the US embassy in Chisinau.
This is provided for by the draft government decree on the transfer of the land plot on which the former Republican stadium is located. A plot of 5.1814 hectares, located at 12 Tighina Street in Chisinau, will be transferred to the United States for the construction of the US embassy building. At the same time, the parties will conclude a memorandum of understanding, which will fix the conditions for cooperation, providing access to the site, determining the cost of the site, the procedure for transferring ownership and other important aspects. The memorandum is planned to be concluded for 1 year with the possibility of extending for 8 months, at the request of the American side, on behalf of Moldova, it will be signed by the head of the Foreign Ministry, Nicu Popescu, and the general director of the Public Property Agency, Eugeniu Cozonac. To negotiate with the United States on the cost of the land plot, a working group will be created, which will include representatives of ministries and departments. The cost of the site will be determined on the basis of an appraisal report prepared by a licensed appraiser selected by the Public Property Agency. Subsequently, the Public Property Agency's director Eugeniu Cozonac will sign a contract for the sale and purchase of the site and related documents with the American side. As part of the memorandum, the government will undertake to make every effort so that the United States can acquire full and exclusive rights to this site and all state property located on it. During the validity period of the memorandum, the government guarantees that the land plot will not be rented, given for use, will not take place division of the plot and other operations, and also guarantees the absence of debts, obligations, agreements and prohibitions regarding the entire territory specified in the memorandum, with the exception of 13 buildings that are privately owned. These buildings are not registered with the Real Estate Register and are registered with Republican Stadium JSC, which has been in the process of liquidation since 2014. At the same time, according to the memorandum, the US will be able to build access roads along all four site boundaries and support two-way traffic to and from the site. The US side will also renovate the former Republican Stadium's historic gate, entrance, and associated space, allowing public access to the area. Part of the US site will reserve part for a public park, designed in collaboration with the government and local designers. Recall that the Republican Stadium was opened in 1952. In 2006, it was closed for reconstruction, which in the end was not carried out, and the stadium was destroyed.
