This follows from the draft Regulation on the provision of energy compensation in cash, which was reviewed by the State Chancellery. The document regulates the mechanism for establishing and paying energy compensations in cash. The draft stipulates the procedure of registration in the “Energy Vulnerability” (SIVE) information system, the procedure of examining applications, calculation and payment of compensations. Compensations will be calculated by the 8th of the month following the reporting month on the basis of data available in the information system as of November 28 and the 25th of the following months. All applications will go through several stages: verification of energy invulnerability, establishing the minimum level of household expenses, monthly household income, income available to pay for energy, the cost of energy during the cold season, and calculation of the ratio of energy expenses to income to pay for energy. Thus, from the list of potential beneficiaries will be immediately excluded household members who have real estate worth more than 2.5 million lei or have dividend income of more than 300 thousand lei, household members who have been residing in Moldova for less than 3 months in the last 8 months, as well as if the estimated average monthly cost of energy calculated on the basis of historical consumption of the previous season is higher than the equivalent of 350 cubic meters of gas at the price set by the National Agency for Energy Regulatio on October 1 of this year, etc. The explanatory memorandum to the project notes that low-income households will be treated with energy compensations in cash starting from the 2024-2025 cold season. This will give beneficiaries more flexibility to better manage their family budget. It is noted that the calculation formula for setting compensation has been changed compared to the 2023-2024 cold season: this year, calculations will not be linked to actual energy consumption, but will be based on energy consumption norms to be approved and household income.
