
In Moldova, they plan to toughen the punishment for breaking the silence at night.
The Ministry of the Interior proposes to supplement the Contravention Code with new provisions in order to improve the mechanisms for preventing and counteracting violations of the rules of silence at night (from 22:00 to 07:00). The analysis carried out in 2022 on the territory of the municipality of Chisinau, according to the Ministry of Internal Affairs, indicates a significant number of cases of violation of public order, including violations in entertainment establishments and recreation areas. To counteract this, the Ministry of Internal Affairs proposes to include new penalties for such acts in the Code of Offenses. In addition to imposing a fine on individuals and legal entities, it is proposed to deprive violators of the right to engage in certain activities for a period of 3 to 12 months. It is also proposed to supplement the code with a new article establishing a new security measure: suspension of the right to engage in certain activities in order to end the state of danger and (or) prevention of actions that constitute offenses. The Ministry of Internal Affairs invites all interested parties to submit their proposals and recommendations regarding the relevant bill. It is worth noting that violation of the rules of silence at night is regulated by Article 357 of the Code of Contraventions. Violation of silence at night (from 22:00 to 07:00), including by loud singing, sound signals, use of audiovisual equipment set at high volume in homes or public places, as well as other similar actions, entails imposition of a fine on individuals in the amount of 9 to 18 c.u. and for legal entities - from 60 to 90 c.u. Also in Moldova it is forbidden to perform construction work and noisy reconstruction work on Sundays and from 18:00 to 8:00 on weekdays.
