In Moldova, airline passengers will receive higher compensation in the event of loss or damage to baggage and flight delays.
In particular, this is envisaged by the draft law on amendments to the Law on Civil Liability and Insurance Requirements for Air Carriers and Aircraft Operators, approved by the Parliament in the first reading. The draft law stipulates an increase in civil liability insurance for passengers, baggage, mail and goods and was adopted in order to bring national requirements in this area into line with international standards. Thus, it is proposed to increase the minimum insurance requirements for air carriers and aircraft operators operating flights in Moldova. According to the authors, an increase in the minimum insurance amount will provide greater financial protection for passengers in the event of accidents, loss, destruction or damage to baggage, mail and cargo. In particular, the authors of the document proposed to increase the minimum limit of civil liability insurance of passengers in case of damage caused by delays in transportation from 5,346 special drawing rights (SDR) to 6,303 SDR per passenger, which will amount to 22 thousand lei, at the exchange rate of the National Bank of Moldova. In the case of baggage, the minimum limit will increase from 1,288 to 1,519 SDR for each passenger, which is equivalent to 36 thousand lei. As for the transportation of goods, the minimum amount will be 26 SDR per kilogram. The legislative initiative was developed by the Ministry of Infrastructure and Regional Development in cooperation with the Civil Aviation Authority in the context of the provisions of the 1999 Montreal Convention, signed by Moldova. The Convention provides for periodic revision of liability limits in accordance with the inflation rate determined at the international level. Once adopted, the legislative changes will enter into force on the date of publication in the Monitorul Oficial. Amendments to the Law on Civil Liability and Insurance Requirements for Air Carriers and Aircraft Operators will be submitted to Parliament for consideration in the second reading.// 06.02.2025 — InfoMarket
