According to the Ministry of Economic Development and Digitalization, individuals and legal entities possessing an electronic signature can request online and instantly (in real time) receive in their personal cabinet (MCabinet) 2 more electronic documents: an extract confirming the registration of vehicles in the State Register of Vehicles and a statement confirming the ownership of the vehicle. Such extracts are requested in courts, banks, State Tax Service, microfinance companies, during liquidation of companies, etc. The statements comply with the requirements for electronic documents and contain information in 2 languages: Romanian and English. These services can be accessed online, both from Moldova and from abroad. For this purpose, it is necessary to submit an online application for the service through the platform https://www.servicii.gov.md and to pay for the respective services through the public service of electronic payments (Mpay). Statements requested online and received instantly in electronic format at MCabinet are 20% cheaper than paper documents. Beneficiaries can also order these services online by checking a box for the beneficiary's category. The system also offers to request apostilization of documents ordered online and instantly delivered to the personal cabinet. The apostille service is provided on a fee basis depending on a number of parameters (country for which it is requested, period of fulfillment, etc.). After the statement is generated, the system will automatically send it to the Ministry of Justice for verification. Thus, MCabinet will receive the apostille issued by the Ministry of Justice separately, within the term chosen by the applicant, in the form of an electronic PDF document with a QR code. When viewing the electronic document, the first page will show the apostille issued by the Ministry of Justice, the next page will show the extract issued by the Public Services Agency (ASP). At the same time the service will be available also to the persons authorized by MPower. In this case, only the MPower authorization number must be indicated. The e-services development platform will automatically check if the power of attorney is available.
