
Moldova received a special quota of CEMT international road haulage permits for 2023.
The Ministry of Infrastructure and Regional Development and the National Agency of Road Transport said this, recalling that CEMT is a permit that allows the carrier to operate freely for a certain period of time in countries that are parties to the European Conference of Ministers of Transport. As noted, given the evolving security situation in the region and the events in Ukraine, road transport operators face the challenge of using alternative routes to access markets for goods and ensuring continuous road mobility in the context of insufficient transport permits. Therefore, the importance of multilateral CEMT permits, which, together with uniform permissions, allow the flexibility to execute routes to take advantage of existing opportunities, is obvious. In this context, within the Ministerial Council of the International Transport Forum (FIT) 2022, which took place in Leipzig, Germany, on May 18-19, Andrei Spinu, Deputy Prime Minister and Minister of Infrastructure and Regional Development of Moldova, presented a request from Moldova to support a special quota of at least 25 multilateral CEMT permits. This issue was discussed at the meeting of the Road Transport Task Force (FIT), held in Paris on June 23-24, attended by representatives of 43 member states' delegations. The Moldovan delegation presented the necessary information and detailed arguments regarding the need for a special quota of permits, taking into account the difficult situation of Moldovan transport operators and the difficulties they face in carrying out international road transport in the context of the current realities in the region. As a result, by unanimous vote the FIT member states decided to grant Moldova a special quota of 50 basic CEMT permits for 2023, to be converted into EURO V and EURO VI truck permits according to the multiplication factors. As noted, the basic quota provided annually to Moldova is 150 CEMT permits. Depending on the developments in Ukraine, the special quota may be extended for 2024-2025, but not for more than 3 consecutive years, in accordance with the rules established under the Multilateral CEMT Quota System. // 28.06.2022 - InfoMarket
