Moldovan authorities may annul the concession agreement of all bus stations to Gările Auto Moderne due to its failure to fully meet its investment obligations.
The Public Property Agency said that the report of the Financial Inspection shows that Gările Auto Moderne, three years after signing the public-private partnership agreement, has invested considerably less money than it had previously committed to. And the Technical Supervision Agency found that the private partner did not submit any documents to establish quality control and final acceptance at the 6 district bus stations where the modernization was to be completed. These are the conclusions presented at the meeting of the commission for monitoring the public-private partnership contract regarding the modernization and improvement of the activity of the SE Gările și Stațiile Auto. At the same time, Gările Auto Moderne did not provide guarantees of good execution for the last 2 years of investment and evaluation. Also for the second year of performance, the private partner did not submit a thematic audit report. In addition, there are delays in the execution of the investment plan; various justifications are given, but in the absence of supporting documents. "Oversight of the work is at ground zero. Documentation has not been provided to date, despite countless requests. This appears to have been intentional," said Afanasie Dascalescu, director of the Technical Oversight Agency. As noted by the Public Property Agency, this is not the first meeting of this kind, in which the representative of Gările Auto Moderne asks for an extension of the deadline. The Public Property Agency said that non-compliance with the terms of the contract may lead to the termination of the contract, of which the private partner has been notified while indicating the deadline for eliminating the non-compliance. The bus station concession contract was signed on December 17, 2018, with Gările Auto Moderne for a period of 25 years. Under the contract, the private partner undertook to modernize 30 stations and parking lots within 3 years. //23.06.2022 - InfoMarket.
