The fines for violating these provisions will be up to 1,500 lei for individuals and up to 4,500 lei for legal entities. This is stipulated by the relevant amendments to the Law on Housing, which the parliament adopted in the second reading. The author of the draft law, an MP of the Action and Solidarity (PAS) faction, Vasile Gradinaru, said that, as most citizens rest on Sundays and non-working holidays, it is necessary to extend the ban on noisy construction works to these days as well. In addition, it was prohibited to reconstruct gas supply systems by installing gas-consuming equipment in rooms other than the kitchen or heat-generating rooms. It is also prohibited to carry out thermal insulation works and change the color of the facade on buildings facing boulevards and streets, on buildings with the status of monuments, on structures in their protection zones without a building permit, with the exception of exterior finishing works that do not change the elements of facades and color solutions. Other proposed changes provide for the extension of the deadline for the privatization of houses subject to privatization. This term will be extended until May 31, 2026, due to the existence of disputes to be examined in court, as well as the existence of a large number of houses subject to privatization, most of which are located in the Chisinau municipality.
