
Moldova will introduce vouchers for vocational training of the unemployed registered with the National Employment Agency (ANOFM).
The Government issued a positive opinion on the draft law on the implementation of the concept of vouchers for professional training of the unemployed. A new concept will appear in the Law on Employment Assistance and Unemployment Insurance - a voucher for professional training of the unemployed. It is a document for payment of services on professional training, issued by ANOFM. In particular, the unemployed will choose their own service providers from a list of those accredited or temporarily authorized by the National Agency for Quality Assurance in Education and Research. This will increase the number of educational institutions, as well as the geographic area in which the unemployed will be trained. In 2021, in Moldova, there were officially registered 37 thousand unemployed with more than 66% of them not having a profession. Last year 886 people, or 2.4% of the total number of the unemployed registered with ANOFM, took professional development courses. Today, ANOFM organizes professional training courses through educational institutions of the Ministry of Education, training centers of ministries and agencies, private companies and non-governmental organizations. The vocational training is conducted on the basis of contracts between ANOFM and educational institutions, which have won the relevant tenders for the procurement of such services. The introduction of the voucher system will eliminate the need to organize tenders and increase the number of suppliers of vocational training courses for the unemployed, including in the regions of the country, as well as diversify training areas. // 07.09.2022 - InfoMarket
