More than 170 people took part in the forum of Moldovan residents' associations, which discussed the financing of energy rehabilitation of residential buildings

The event served as a platform for presenting the latest innovative solutions in the field of building management, discussing the legal and institutional framework, and identifying sources of financing for energy efficiency projects in the residential sector. Ion Muntean, Director of the National Center for Sustainable Energy (CNED), presented financial solutions for the energy renovation of apartment buildings, developed as part of the Moldova Residential Energy Efficiency Fund (FEERM) Financing Program. According to him, a number of financial products have been developed to support the transition to a more energy-efficient residential sector, adapted to the needs of residents and market characteristics. “Our goal is to reduce electricity bills by more than 100 million lei per year for FEERM program beneficiaries,” added Ion Muntean. The FEERM program has a budget of more than 1.4 billion lei until the end of 2027 and involves the renovation of at least 507,000 square meters of heated space in the next three years, 75% of which is residential buildings. Financing instruments include grants of 70% of the investment amount for condominium owners' associations, with their own contribution amounting to only 30%. Owners of energy-vulnerable apartments and individual houses will receive subsidies of up to 90% of the contribution amount, paid from the CNED. It was noted that the experience of other countries, such as Denmark, shows that involving tenants and using appropriate financial solutions can significantly improve the energy efficiency of buildings, and these practices can be adapted in Moldova to develop a more sustainable and energy-efficient housing sector. As part of the forum, a contract was also signed to finance the energy rehabilitation of a residential neighborhood in Ialoveni, selected under the FEERM program. // 09.10.2025 – InfoMarket
