France will grant Moldova a €30 million loan for energy renovation of buildings as part of the INSPIREE project with a total value of €73 million

This is provided for by a corresponding loan agreement between Moldova and the French Development Agency (AFD) for the implementation of the project “Initiative for the Development of Sustainable Public Infrastructure through Energy-Efficient Reconstruction (INSPIREE),” which was signed on March 10 in Paris and has now been approved by the government for ratification. The project, with a total value of €73 million, is planned to be implemented over five years. The French Development Agency will provide a loan of €30 million for a period of 15 years, with a grace period of six years. The loan will be repaid twice a year in 18 equal installments. The interest rate will be selected at the time the loan is granted. The commitment fee is 0.5% of the unused amount calculated from the date of signing the agreement. The one-time fee will be 0.5% of the total loan amount. Germany will provide a grant of €38.7 million through the German development bank KfW for the implementation of the INSPIREE project. The Moldovan government will contribute an additional €4.3 million, of which €3 million will cover project management costs and €1.3 million will cover unforeseen expenses. The INSPIREE project aims to renovate public buildings in the health and higher education sectors – district hospitals and student dormitories – to make them more energy efficient. In particular, measures will be taken in 30 buildings across the country to improve energy efficiency and the use of renewable energy sources, as well as measures for structural and internal modernization. The Ministry of Energy has already signed an agreement on the energy modernization of 16 university buildings and 14 district hospitals. Educational institutions are mainly located in the capital, while the beneficiary hospitals are located in nine districts of the country and in the municipality of Bălți. Energy Minister Dorin Junghietu stressed that the energy efficiency of buildings is one of the key priorities of the Moldovan government. “To achieve this goal, we have committed to increasing the energy efficiency of the country's building stock by 0.8% annually, thereby reducing financial constraints and energy security challenges while improving the comfort of citizens,” said the Minister of Energy. // 07.05.2025 – InfoMarket.
