The Ministry of Labor and Social Protection explained that consumers registered on the compensatii.gov.md platform who are disconnected from the centralized heating system can receive compensation in accordance with the vulnerability category assigned to them. In case households have not entered the number of location of consumption (NLC) of heat energy, changes will be made by the information system automatically, and beneficiaries will retroactively receive compensation for the heat carrier. Disabled consumers who have not registered on the platform can only receive compensation after completing an application and assigning a vulnerability level, starting from the month in which they registered on the platform. It is reported that out of 26,837 disconnected apartments in the municipality of Chisinau about 10,445 households received compensation. In Balti municipality, 9,987 families have been disconnected from the heating, of which 5,370 have so far received compensation. It is worth noting that last season, consumers who were disconnected from the heating received compensation from the Energy Vulnerability Reduction Fund to cover the costs associated with heating the common areas of the house. The Ministry of Energy asked industry companies to improve the mechanism for informing consumers, including by increasing the number of employees at consumer information centers. At the same time, in the context of measures aimed at increasing energy efficiency and energy consumption, the department recommends, as a long-term solution, the installation of individual heating points and the transition of heat distribution systems to horizontal, with an individual meter for each apartment. This way, each consumer will be able to independently regulate thermal comfort, and bills will be issued for actual consumption.
