
Moldovagaz offered ANRE to reduce the weighted average tariff for gas supply by 12.5%, to 13,347 lei per 1,000 cubic meters.
At the same time, the company has developed different scenarios for the application of tariffs, which, for example, in case of their entry into force on January 1, can be reduced by 4% for household consumers, from March 1 - by 12.3%, from April 1 - by 18%, and in case of application of new tariffs from May 1 - by 22.1%. In particular, Moldovagaz sent to the National Energy Regulatory Agency (ANRE) a request to revise the tariff for natural gas supply to end consumers at regulated prices in 2024. Moldovagaz report states that according to the draft calculation, the average weighted tariff for natural gas supply is proposed to be reduced to 13,347 lei per 1,000 cubic meters (-12.5%). The main factors that led to the need to revise the tariffs were a significant decrease in the purchase prices for natural gas on the Dutch spot TTF, as well as a significant decrease in the adjustment component of the regulated income of the supplier (tariff deviations) for 2023. According to the appeal, at the points of exit from the gas transportation networks, if the new tariff is applied from January 1, 2024, it should amount to 10,800 lei per 1,000 cubic meters, which is 20.1% less than the current one. At the same time, at the exit points of high-pressure gas distribution networks it is proposed to be set at the level of 10,933 lei per 1,000 cubic meters, with a 20% reduction, at medium pressure - 12,084 lei per 1,000 cubic meters (-16%), and in case of low-pressure networks, to which all domestic and part of non-domestic consumers are connected - 16,062 lei per 1,000 cubic meters (-4%). Moldovagaz emphasizes that the insignificant reduction of the tariff for consumers connected to low-pressure networks is due to the change in the consumption structure by pressure levels, increase in the length of low-pressure networks, as well as to the approval of new tariffs for natural gas distribution from July 8, 2023. However, taking into account the fact that, according to the legislation, ANRE has 90 days to review and approve new tariffs, and during this period the tariff deviations to be reimbursed to the consumer are accumulated, Moldovagaz created scenarios of tariffs application, depending on the period of their implementation. If they take effect on March 1, they will amount to 9,927 lei per 1,000 cubic meters (-27.4%) at the exit points of high pressure gas distribution networks, 11,003 lei per 1,000 cubic meters (-23.5%) at medium pressure, and 14,671 lei per 1,000 cubic meters (-12.3%) at low pressure networks. In case the Regulator decides that the tariffs will take effect on April 1, the price at high pressure will be 9,121 lei per 1,000 cubic meters (-33.3%), at medium pressure - 10,171 lei per 1,000 cubic meters (-29.3%), at low pressure – 13,720 lei per 1,000 cubic meters (-18%). According to the third scenario, which assumes the application of new tariffs from May 1, in high pressure networks they will amount to 8,512 lei per 1,000 cubic meters (-37.7%), in medium pressure - 9,547 lei per 1,000 cubic meters (-33.6%), and in low pressure - 13,025 lei per 1,000 cubic meters (-22.1%). Moldovagaz notes that these scenarios take into account the adjustment component of the regulated income of the supplier for January-February, January-March, and January-April 2024, respectively. The draft tariff for natural gas supply to end consumers at regulated prices in 2024 is formed in strict compliance with the legislation and will cover the cost of gas purchase, which will ensure fulfillment of contractual payment obligations to the supplier.
