
In Moldova, consultations will be held with the owners of the lands necessary for the construction of the Vulcanesti-Chisinau high-voltage power line.
In particular, they will take place from January 22 to February 9 in 30 localities with the participation of representatives of the United Unit for the Implementation and Monitoring of Energy Projects (UCIPE), the World Bank, the State Enterprise Moldelectrica, the State Enterprise IPOT (Project Institute for Land Management), a social consultant on aspects of Green Partners (Romania) and representatives of the contractor KEC. Owners of land required for the construction of the Vulcanesti-Chisinau transmission line will be informed in detail about the special expropriation procedure, including the procedure for completing and submitting an application for payment of compensation, the documents required to confirm ownership, as well as the procedure for determining the amount of compensation. As previously reported, the Moldovan government has approved procedures for the expropriation of land for the construction of the Vulcanesti-Chisinau high-voltage power line. In particular, it is stipulated that land plots located at the construction site of the 400 kV Vulcanesti-Chisinau transmission line, declared a project of national importance, will be expropriated and their owners will receive compensation. As noted in the Ministry of Energy, the said power line will increase the energy security of Moldova and strengthen the relationship with Romania by extending the Isaccea-Vulcanesti interconnector to Chisinau. The construction of the Vulcanesti-Chisinau power transmission line is part of the Energy Strategy until 2023 and the Electricity Roadmap until 2023, and its completion is scheduled for the second half of 2025. After the entry into force of the government decree adopted on December 21, 2023, about 900 land plots, the privately and publicly owned administrative-territorial units of Taraclia, ATU Gagauzia, Cahul, Leova, Cimislia, Hincesti, Ialoveni and the municipality of Chisinau (Bacioi commune) will be expropriated and transferred to state ownership. The assessment of compensation amounts will be provided by the Land Management Design Institute in accordance with the legislation of Moldova and assessment reports compiled by independent appraisers. It is expected that the costs of land expropriation, including services for cadastral work performed by the Design Institute for the Organization of Territory, will exceed 93.74 million lei. The construction of a 400 kV high-voltage transmission line from Vulcanesti to Chisinau is part of the Moldova Electric Power System Development Project.
