
Moldova will take measures to eliminate errors in heat bills for apartments disconnected from central heating.
In particular, Energy Minister Victor Parlicov convened a meeting with representatives of the Ministry of Labor and Social Protection, the National Energy Regulatory Agency (ANRE), heating companies and industry experts to find ways to solve cases when some consumers disconnected from the centralized heating system received disproportionate heating bills. During the meeting, it was found out that there are no legal obstacles to paying compensation from the moment the consumer registers in the Energy Vulnerability Information System. At the same time, those who registered with certain errors that prevented the payment of vulnerability compensation can apply to the Ministry of Labor and Social Protection to correct the errors and recalculate the bills retroactively. In this regard, companies in the energy sector are instructed to be open and cooperate with the Ministry of Labor and Social Protection to correct inaccurate invoices. All consumers who heat their apartments with alternative heating sources are urged to register at www.compensatii.gov.md to receive compensation from the government. Those who register by the end of January 25 will be able to receive compensation for January as well. At the same time, the Energy Minister asked the sector's companies to improve data exchange with electricity and natural gas suppliers and residential building managers in order to ensure greater fairness in the billing process, including for those who have taken care of the insulation of their apartments themselves. The industry enterprises will improve the mechanism of informing consumers, including by increasing the number of employees at consumer information centers. Housing fund managers are urged to perform their work in good faith and facilitate the inspection of disconnected apartments for correct billing and, if necessary, to apply their own mechanism of heat carrier distribution among the building's residents. In the long term, the solution is to install individual heating points and to convert the heat carrier distribution systems to horizontal ones, with an individual meter for each apartment, so that thermal comfort is regulated autonomously and the actual consumption is billed.
