This was announced at a press conference on Thursday by the director of the United Unit for the Implementation and Monitoring of Energy Projects (UCIPE), Ruslan Surugiu. According to him, this decision was made because both applications submitted for the tender were found to not meet the necessary conditions of the competition. In particular, 2 consortia participated in the competition. The first of them included a company from Azerbaijan, and the second - from Israel. At the same time, the first company was not allowed to participate in the tender from a formal point of view, since it did not provide all the necessary documents, and the second company’s proposal did not meet the technical parameters, confirmation from a technical point of view was not provided, according to the terms of reference, and the company did not have the necessary experience in designing and commissioning installations of this type. There were other reasons that are described in the assessment report. A complex assessment procedure was carried out with the participation of an international consultant, and the assessment report, the decision to reject both bids and the re-tendering procedures were agreed upon by the World Bank, which financed the project. Ruslan Surugiu emphasized that as a result, it was decided to hold the competition for the construction of new highly efficient cogeneration plants for the Termoelectrica enterprise again. Herewith, a number of measures will be taken to expand the opportunities for more international companies with modern capabilities and technologies to participate in the tender. First of all, it's about revising the technical specifications to optimize them, increasing the level of understanding of the technical requirements, in order to enable potential tenderers to develop a faster and better-quality proposal. Measures will be taken to more actively promote the tender, including holding events with the participation of many companies from the expanded list of potential tender participants, organizing information sessions, and on-site visits to familiarize themselves with the situation and the provisions of the terms of reference. Ruslan Surugiu emphasized the importance of ensuring quality investments that will contribute to the country's energy security. “We all understand that we need domestic, high-performance and highly efficient sources of energy production, and for this we need the most modern technologies that investors can provide. Considering the industry needs and challenges, we must avoid any risks and consider the best offers with high potential,” he said. The director of the United Unit for the Implementation and Monitoring of Energy Projects noted that the previous tender took place during a period of regional crisis associated with the war in Ukraine. Thus, many companies with the potential and capabilities to ensure the implementation of the investment package were hesitant to offer their proposals in Moldova. “We are convinced that in the current situation, thanks to the adoption of new measures and actions, investors will have more confidence in Moldova and its investment potential, including actively participating in the new tender and presenting more high-quality proposals that meet the conditions of the competition,” he said . The tender for the installation of high-efficiency cogeneration plants at the Western Boiler House (CT-Vest) and Thermal Power Plant Source 3 (CET Sursa-3), as well as the installation of electrical transformers and switchgears (design, supply, installation) is part of the Second World Bank Project “Improving the Efficiency of the Centralized System heat supply in Chisinau (PIESACET-2)". The estimated value of the investment package is approximately 81 million euros. As previously reported by the InfoMarket agency, one of the components of this project involves increasing the efficiency of cogeneration through the installation of efficient modular cogeneration units (based on internal combustion engines running on gas) at CT-Vest and CET Sursa-3, as well as the installation of electrical transformers and distribution units and other equipment for connecting new cogeneration units to the energy grid.
