
The Energy Ministry is asking suppliers to include additional data in heating bills, including the amount each resident contributes to heating the non-residential area of the building.
According to the Ministry, this request was made to suppliers by the head of the ministry, Victor Parlicov, within the framework of the second session of public hearings on changing the Methodology of heat consumption distribution among residents of apartment buildings. The matter concerns the following additional information: meter readings, total heated area, the share of each resident's contribution to the total heating costs of staircases, technical floors, basements belonging to the condominium, and others. Victor Parlicov noted that the draft changes to the methodology proposed that the calculations for each residential building should be coordinated by the housing fund managers together with the suppliers. He emphasized that the energy supplied to the house should not be lost and should benefit the apartment owners as a whole, including those who have switched to autonomous heating. The Minister reminded that previously the owners of apartments with autonomous heating paid 10% of the heating tariff due to the transit of central heating pipes through their apartments, regardless of the location of the apartment. The new methodology takes into account the specifics of each building and the location of each apartment. As previously reported, the purpose of the draft amendment to the Methodology of heat consumption distribution among apartment building residents is to ensure fairness in heat distribution by individually calculating the distribution of costs in residents' bills in apartment buildings with apartments disconnected from the central heating system. It is proposed to allow apartment owners to approve their own methodology for the distribution of heat consumption within the building.
