
Moldova to implement new rules of natural gas measuring and to change the calculation from cubic meters to kilowatt/megawatt-hours in, starting July 1, 2023.
Moldovagaz informed about it, noting that the main players of the gas market of Moldova, represented by the company and Energocom, as well as gas transmitting companies Moldovatransgaz and Vestmoldtransgaz, would submit a joint request to the National Energy Regulatory Agency (ANRE) to set up a regulatory framework on conversion of measurement unit of natural gas from cubic meters to kilowatt/megawatt-hour. Moldovagaz emphasized that this practice is widely spread in European Union countries and helps to register accurately the acceptance and transfer of natural gas at cross-border transfer points as well as in wholesale market and gas distribution network taking into account its current calorific value and other parameters. The application of this practice in Moldova will allow eliminating possible commercial discrepancies between the market participants, including tax and customs ones. It is proposed to introduce the new rules since July 1. At the same time, they will not entail the need to replace the gas-measuring equipment (meters), and the consumption volume in kilowatt-hours will be calculated based on a special formula. At the same time, starting from March this year, the capacity reservation procedure will be based on monthly auctions of natural gas held on the European RBP platform instead of daily auctions.
