Moldova has simplified the procedure for connecting solar photovoltaic plants to residential consumers.

This is provided for by relevant amendments to the Law on Electricity, the Law on Construction Work Permits, the Law on Quality in Construction and the Law on Promotion of Renewable Energy Sources, which was adopted by the Parliament in its second reading. "The bill aims to promote the use of renewable energy sources and facilitate the possibility for citizens to install and connect power plants designed to cover their own electricity consumption, which use renewable energy sources," said Dumitru Alaiba, chairman of the Economy, Budget and Finance Commission. According to him, the document eliminates the need for town planning certificate and building permit for the design of power plants that use renewable energy sources in the case of individual residences. In addition, the document reduces from 30 to 10 calendar days the term for issuance of permits for connection of the mentioned plants using renewable energy sources and designed to cover own consumption of electricity to domestic consumers. At the same time, the connection permit will be issued free of charge. Also, home consumers who intend to install such plants will no longer be required to obtain a certificate of conformity from ANRE. The acceptance of these installations will be confirmed by a certificate of an authorized electrician. Construction and installation works can be performed without a construction permit, and power plants using renewable sources can be commissioned by the electricity distributor without ANRE approval. Another provision in the draft law refers to the recalculation of the surplus of electricity dispensed into the grid, which will be done annually on April 30, at the written request of the end consumer. If the electricity production capacity is higher than consumption, the electricity distributor will pay the final consumer, who is the owner of the power plant, the difference, calculated from the average price of electricity purchase in the market for the last 12 months. The law will simplify all bureaucratic procedures and significantly reduce the time needed to install power plants producing energy from renewable sources.
