
Moldova will simplify the procedure for connecting, installing and operating solar photovoltaic stations for household consumers.
This is provided for by amendments to the Electricity Law, the Law on Permission to Perform Construction Works, the Law on Quality in Construction and the Law on the Promotion of the Use of Energy from Renewable Sources, which Parliament adopted in the first reading. The document stipulates a reduction from 30 to 10 calendar days of the period for issuing permits to household consumers to connect the above-mentioned stations using renewable energy sources and intended to cover their own electricity consumption. At the same time, permission to connect will be issued free of charge. Also, household users intending to install appropriate installations will no longer be required to obtain a certificate of conformity from NAER. The commissioning of these units will be confirmed by a certificate from an authorized electrician. In addition, the legislative initiative provides that when designing power plants using renewable sources in the case of individual residential buildings within a private land plot, design documentation is developed only for the section of electricity and durability, without a town planning certificate for design. Herewith, construction and installation work can be carried out without a construction permit, and commissioning of power plants using renewable sources by an electricity distributor can be carried out without agreement with NAER. Another provision of the bill concerns the recalculation of the surplus of electricity supplied to the grid, which will be carried out annually on April 30, at the written request of the end consumer. If the electricity generation capacity is higher than consumption, the electricity distributor will pay the final consumer, the owner of the power plant, the difference calculated on the average purchase price of electricity on the market for the last 12 months. According to the authors of the amendments, after the adoption of the mentioned law in the second reading, all bureaucratic procedures will be simplified and the time for installing power plants producing energy from renewable sources will be significantly reduced.// 28.07.2022 — InfoMarket
