According to the energy regulator, in particular, at the last meeting of the Management Board of the National Agency for Energy Regulation (ANRE) on September 3, the procedure for certification of the operator of the transmission system Vestmoldtransgaz LLC was completed according to the “Division of Ownership” model. Vesmoldtransgaz LLC became the first transmission system operator to successfully complete the certification procedure, during which it is verified that the transmission system operator meets the requirements for separation and independence, as well as other relevant legal requirements for a transport system operator. The main purpose of certification is to ensure the separation and independence of the transmission system operator from the enterprises producing or supplying natural gas, as well as the independence of the persons controlling the transmission system operator, in order to ensure that discriminatory behavior and practices in relation to users of the system or categories of users of the system are excluded, in particular, by avoiding discrimination in favor of related businesses. Earlier, on March 2, 2021, the ANRE Management Board adopted a decision on the preliminary certification of Vestmoldtransgaz, the operator that owns the Iasi-Ungheni-Chisinau gas pipeline, after the Energy Community Secretariat had studied for 4 months the documents and information that served as the basis for the issuance of pre-certification, in the manner prescribed by Art. 36 of the Natural Gas Act. The Energy Community Secretariat presented its Conclusion on the transmission system operator’s fulfillment of the certification conditions, recommending that ANRE request from Vesmoldtransgaz a detailed roadmap with subsequent steps that will lead to full-fledged commercial activity by October 1, 2021. Thus, the energy regulator took into account all the recommendations of the Energy Community Secretariat in the decision-making process on certification of Vestmoldtransgaz natural gas transmission system operator. The corresponding decision will enter into force from the date of publication in Monitorul Oficial (the OfficialJournal of Moldova). The obligation to certify natural gas transmission system operators is established by Directive 2009/73 / EC on general rules for the internal natural gas market for member states of the Treaty establishing the Energy Community, which has been transposed into the Natural Gas Act. // 06.09.2021 – InfoMarket
