
NAER applied to the Secretariat of the Energy Community with a request for assistance in overcoming blockages on the electricity market in Moldova
This is stated in the message of the regulator. It is noted that this is a problem with the purchase and supply of balancing electricity. In light of the latest developments in the electricity market in terms of balancing electricity purchases, the National Agency for Energy Regulation reported that on April 2, 2021, State Enterprise Moldelectrica, in order to fulfill its obligations related to the administration of contracts on the electricity market, established in the Electricity Market Rules, approved by the NAER decision N212 / 2015, informed the energy regulator that since April 1, 2021, some participants in the electricity market do not have contracts for the purchase of balancing electricity. As a result of studying the positions put forward by all stakeholders and analyzing the existing circumstances in the electricity market, a limited number of sources were identified that could supply balancing electricity, and the energy is mainly generated by Moldavian State District Power Plant. In this situation, uncertainties arise related to the signing of contracts by participants in the electricity market for the supply of balancing electricity with Moldavian State District Power Plant, which creates blockages in the electricity market and may affect competition and market openness. As noted in NAER, some problems in this regard were also reported within the framework of tenders for the purchase of electricity, organized by system operators and universal service providers. In order to clarify the aspects related to compliance with the legal requirements regarding the conditions of competition in the electricity market, based on the information received from the participants in the electricity market, NAER notified the Competition Council, the competent authority for the implementation of competitiveness legislation. At the same time, NAER initiated the necessary administrative procedures to impose sanctions on license holders who violated the law.
