Moldova is launching the integration of the EVO digital ID wallet, which will enable identity verification without paper documents
According to the e-Governance Agency, the new system will allow institutions to store verification records electronically, eliminating the need for paper copies. Integration and the verification process will be free for participants. According to the agency, the infrastructure will enable instant data verification and its use in public and private systems, including banks, telecommunications, and fintech companies. The system will be rolled out in phases: starting in June, on-site verification of digital documents will become available (the user scans a QR code and shares data from their wallet with explicit consent); in the fall, a remote registration procedure will be launched, and EVO will be expanded into an identification wallet with enhanced rights, which can also be used for online identification; in 2027, the integration of an electronic signature as a built-in wallet feature and the EU certification process will begin. The development of EVO 2.0 and the digital identity wallet is being carried out under the auspices of the Moldovan government with support from UMAEF, the Innovate Moldova program (funded by Sweden and the United Kingdom), and the European Bank for Reconstruction and Development. The project is being implemented in accordance with the requirements of the EU’s eIDAS 2.0 Regulation, under which all countries must implement digital identity wallets by the end of 2026. This is expected to speed up user identification, reduce administrative costs and fraud risks, and facilitate Moldova’s integration into the EU’s digital space.
