Moldova has presented its experience of implementing the system of electronic public procurement and cross-border procurement management within the WTO

The Finance Ministry said that, in particular, Deputy Secretary General of the Finance Ministry Ana Luca participated in the World Trade Organization's plenary session on the Government Procurement Agreement (GPA) on 25-26 March. The event, held in Geneva, was organized by the European Bank for Reconstruction and Development in cooperation with the WTO Secretariat. The GPA is an important framework for ensuring fair and mutually beneficial access to international public procurement markets, promoting transparency and high standards of governance. Moldova joined this international treaty in 2016 after the completion of negotiations started in 2002. During the session, Moldova was invited to present its experience in the implementation of e-public procurement and cross-border procurement management, describing the progress achieved and the challenges faced. In her speech, Ana Luca highlighted the advantages of Moldova's accession to the Agreement on Public Procurement, including the modernization of the regulatory framework and the promotion of digitalization of the procurement process. She also emphasized the role of the reforms in enhancing the competitiveness of economic operators and facilitating their access to international markets, while ensuring respect for the principles of transparency, fairness and non-discrimination. The contracts of significant value concluded over the last 3 years between customers from Moldova and economic operators from Germany, France and Bulgaria were also presented. Another important topic touched upon was the improvement of the MTender Information System, necessary to expand its functionalities and to fully cover the public procurement cycle. At the same time, optimization of the implementation of specific procedures, such as the use of the Single European Procurement Document (ESPD), was discussed in order to continuously align with international best practices. During the visit, Ana Luca held bilateral meetings with GPA President Martin Zbinden and WTO Deputy Director Johanna Hill. The dialogue focused on progress in the implementation of Chapter 5 “Public Procurement” of the EU acquis and future strategic plans in the context of the EU accession process.
