The cost of producing an ID-card of a Moldovan citizen may amount to 290 lei for 20 days, while the first million cards are to be issued free of charge

This is stipulated by a draft government decision on some measures to implement the ID-card of the Moldovan citizen. According to the draft, the fee for the production and issuance of ID-cards in the maximum term (20 days) will amount to 290 lei. For shorter terms - 10, 5, 1 working day and at the moment of application it is proposed to apply a coefficient of increase in the cost - in the amount of 1,75; 2,5; 3,25 and, respectively, 4. That is, the issuance of the document at the moment of request will cost 1160 lei. The cost of producing a temporary identity card will be 100 lei. At the same time, a list of citizens to whom the electronic ID-card will be issued free of charge (people with severe disabilities, war veterans, blood donors, pensioners, etc.) has been stipulated. Another provision in the draft provides for free issuance of ID-cards to the first million citizens who request it according to the standard procedure (20 days). Also, the first million citizens who request the issuance of the first qualified certificate for electronic signature to be included in the ID card will be exempted from the fee; they will also receive a free smart card reader. These measures are proposed to make the transition of the entire passport system to the new-format ID card service faster, as 30% of citizens will be able to obtain the documents free of charge. The project is to be approved by the government. Let us remind you that the ID-card was planned to be introduced in the passport system of Moldova by the end of March 2025. It is expected to be equipped with an electronic data carrier, which will include a qualified electronic signature. This will allow document holders to access online services without having to visit the relevant government offices. Citizens living abroad who have an ID card will be able to remotely use public services through the government's digital platform. Card holders will be able to authenticate to information systems such as MSign, MPower, MPass, MNotify, MCabinet, e-Votare, e-Raportare, e-Declarație, e-Factura, e-Licențiere, e-Stare Civilă, e-Achiziții, etc. Citizens will be able to sign documents, applications and official forms without being present in person at public institutions.
