The Moldovan government has approved measures to support vulnerable households during the 2024-2025 cold season.

In particular, the Cabinet of Ministers on Wednesday approved two important decisions aimed at social protection of citizens during the 2024-2025 cold season. They are aimed at supporting vulnerable households by providing energy compensation under the government program Ajutor la contor in a simpler and fairer way. One of the approved documents concerns the adjustment of the Regulation on the provision of energy compensation in accordance with the new mechanism for establishing and paying compensation. Thus, according to the draft, during the 2024-2025 cold season, compensation will be provided only in the form of a monthly cash payment, which can be collected at the post office or received on a card, which will give families flexibility in managing expenses. The government also approved the standards for the cost of energy during the cold period from November 2024 to March 2025 and the amount of minimum household expenses. These standards will take into account the composition of each family and the type of energy used for heating. All households are entitled to compensation, regardless of whether they use natural gas, thermal energy, electricity or solid fuel (wood, coal, pellets, briquettes). Based on the declared data, the information system will calculate the compensation individually for each family, the amount of compensation for November will vary from 300 to 800 lei per month. To verify the correctness of the data in the application, the Energy Vulnerability information system will use official information from a number of institutions, such as the Tax Service, the National Social Insurance House and the General Inspectorate of the Border Police. The proposed new mechanism will ensure simpler administration of cash payments and greater transparency in the distribution of funds. To receive compensation, all household consumers must submit an application, regardless of whether they applied last year. Applications can be submitted online on the compensatii.gov.md platform or through registrars (social workers and specialists of the unified service provision centers - CUPS). In order to receive compensation from November, household consumers had the opportunity to register for the program until November 28. Applications can be submitted throughout the cold season, until the 25th of the month, but payments will be made from the month of application.
