
The concept of “virtual museum” was introduced into Moldovan legislation and the regulation of their activity was approved
This is stipulated by the amendments and additions to the Law on Museums, passed by the Parliament in the second reading, updating the order of organization, functions and classification of museums. One of the novelties of the draft is the introduction of the concept of “virtual museum”, which is understood as a digital institution that performs its functions by exhibiting and promoting digitized collections for educational purposes, as well as for the purpose of sharing knowledge, access to which is provided to the public through the Internet using new technologies. Another innovation is that prices and tariffs for museum services will be set by the institutions themselves and approved by their founders. Guides in national museums will be able to be both guides of the institutions themselves and hired guides, but they must have special accreditation. The Ministry of Culture will determine the procedure for accreditation of guides within six months. The main provisions of the draft law concern the activity of the Ministry of Culture as a body responsible for the protection of the national cultural heritage, as well as keeping records of museums registered in the Register of Museums of Moldova. The document also defines the organization procedure and conditions for the registration of institutions in the Moldovan Museums Register, introduces the categorization of museum exhibits, and establishes the procedures for registering museum exhibits. The document establishes the government's task to approve a framework regulation on the organization and activity of museums, according to which the museums will elaborate and approve their own regulations on organization and activity. The legislative initiative also stipulates the establishment of the obligation of local authorities to ensure the integrity, security, preservation and restoration of cultural property included in the heritage of museums. The above-mentioned legislative initiative, developed by the Ministry of Culture together with the specialists of the museum network of Moldova, aims at improving the legal framework for the protection, safeguarding, capitalization and promotion of museum cultural heritage at the national and international level. This initiative is part of the Museums of the Future program, which is supported and promoted by USAID, Sweden and the United Kingdom through the Future Technologies Activity (FTA) and the Rural Competitiveness and Resilience Activity.
