The Government Decision approving the model documentation for the establishment of inter-communitarian development associations (ICDAs) took effect.
Monitorul Oficial (the Official Journal of Moldova) published the document approving the model agreement on the creation of ICDAs; the model statute of IDAs; the model regulation on the organization and holding of the competition for the vacant positions of the director and chief accountant of ICDAs. Local public administration authorities are recommended to apply these model documents in the process of elaboration and approval of documents on creation and organization of ICDAs. Let us remind that according to the legislation, administrative-territorial units by decisions of local councils can voluntarily create ICDAs for joint implementation of projects of local or regional importance in various areas (social sphere, education, infrastructure, housing and communal services, business development, etc.), or for joint provision of public services. ICDAs are envisaged as a tool for overcoming the deficit of financial and human resources in the implementation of projects contributing to local development. The founders and members of ICDAs can be administrative-territorial units of any level. The ICDAs governing bodies are the general assembly, association council, audit commission and director. The ICDAs will be financed by annual membership fees established by the resolution of the general assembly, grants and donations, interest on funds deposited by ICDAs in bank accounts; funds received by ICDAs for services rendered; financial resources received by way of interest; other sources not prohibited by law. // 07.09.2023 – InfoMarket
