The government approved the National Program for the Entrepreneurship Promotion and Competitiveness Growth for 2023-2027.

It also approved a 3-year action plan for its implementation. The program aims at creating conditions for increasing the competitiveness of enterprises at local and international levels, as well as diversifying the support instruments necessary for the development of small and medium-sized enterprises. The program contains 3 general objectives divided into 9 specific tasks. In particular, it is planned to improve the regulatory framework for the business environment: to create favorable operating conditions for business, to digitize administrative processes in public institutions providing public services, to ensure sustainable economic growth and to create conditions for the promotion and implementation of ESG principles ("environment, social policy and corporate governance"). As a result of the program implementation, by 2025 it is planned to increase by 20% the total number of enterprises and by 35 thousand people the number of employed population; to reduce the number of liquidated enterprises; to increase the share of active enterprises - up to 80% of the total number, as well as to increase the number of enterprises managed by women and young people. The share of enterprises that use electronic signatures will increase from 40% to 80%, at least 80% of public services will be provided electronically, and the principles of a green economy will be promoted. It is also planned to simplify access to finance and improve the competitiveness of local goods/services, including in foreign markets (increased access to finance, productivity of enterprises, growth and diversification of exports). The volume of investment will increase, thanks to state support provided by the state through ODA, the volume of program funding and capitalization of support funds will increase. For example, thanks to the 373 program alone, at least 2 billion lei will be invested in the economy. The volume of export of goods by 2025 will grow by 40%, up to $60.7 billion. Another goal is to promote entrepreneurial culture by improving professional and entrepreneurial competencies, strengthening public-private dialog, strengthening the role of business in the decision-making process, etc. It is expected that by 2025, 100% of draft regulations will be discussed with the business community. The total cost of measures for the implementation of the National Program for the promotion of entrepreneurship and competitiveness in the first 3 years will amount to 828.3 million lei, more than 2/3 of which will be allocated from the state budget. At the same time, to capitalize the FACEM fund, it is planned to identify sources of financing in the amount of 2.3 billion lei in 2024-2025 // 06.09.2023 – InfoMarket
