In Moldova, a number of paper extracts from state registers will be abolished and citizens will be provided free access to these documents in digital format.
This is provided for by the relevant amendments to the current legislation, which the parliament adopted on Thursday in the first reading. In particular, the amendments made to the Law on Identity Documents of the National Passport System, the Tax Code and a number of other laws will make it possible to issue electronic statements of five types: a certificate of the absence or presence of arrears to the state budget; extract from the register of real estate; certificate of insurance experience; police clearance certificate; information from State register and constituent documents of legal entities. According to the bill, these documents can be generated and downloaded in electronic format by signing them through your personal account (mCabinet), free of charge. Presenting this bill, its author, chairman of the commission on economy, budget and finance Dumitru Alaiba noted that the purpose of his initiative is to facilitate remote communication procedures between beneficiaries and providers of public services. The deputy explained that the need to take extracts from certain registers and databases in one state institution in order to present them in another institution is a real bureaucracy, a nervous, complex and useless process in the 21st century, given that the relevant information and data the state already has. He noted that the bill prepared by him will allow de facto to exclude paper extracts and introduce digitized extracts, which will present a minimum of discomfort for entrepreneurs and citizens and a minimum risk for corruption.
