Moldovan authorities plan to abandon the practice of submitting various extracts in paper form to state institutions and introduce quick, easy and free access of citizens to these documents in digital format.

This is provided for by the relevant bill, which was prepared by the PAS MP Dumitru Alaiba, Chairman of the Commission on Economy, Budget and Finance, along with his colleagues and was registered in parliament the day before. He said at a briefing on Tuesday that the initiative fits in with measures to eliminate bureaucracy and fight corruption, as well as make life easier for citizens and companies, especially in the current difficult conditions of COVID-19 restrictions. Dumitru Alaiba noted that the need to take extracts from certain registers and databases in one state institution in order to present them in another institution is a real bureaucracy, a nervous, complex and useless process in the 21st century, given that the state already has the relevant information. “Citizens and entrepreneurs are now forced to take an extract from one institution for another institution, thus losing precious time and nerves, although they could concentrate on other things, business development, etc.,” the MP stressed. He noted that the prepared draft law will allow de facto to exclude paper statements and introduce digitized statements, which will present a minimum of discomfort for entrepreneurs and citizens and a minimum risk for corruption. The matter concerns the following documents: a certificate of the presence or absence of debts to the budget, extracts from the register of real estate, insurance experience, a police clearance certificate, information from the state register and the constituent acts of legal entities. “All of them will be digitized and provided in electronic format through the entrepreneur's office or the citizen's office, so that the document is available in one click. This service should be free of charge,” said Dumitru Alaiba.
