One of the largest tenders (the estimated cost of the procurement was 498.3 million lei) was canceled on the basis of legal provisions that make it impossible to conclude a contract. All 3 tenderers were refused at the last stage of the tender. Let us remind that in late August, the head of the government Natalia Gavrilita announced that this tender will be checked by the control service of Prime Minister, since there are signs of violation of tender procedures. As a reminder, 3 international consortia participated in the tender. The highest price - 480.4 million lei - was offered by the Bulgarian-Lithuanian consortium of companies Optimo IT Solutions Ltd. and UAB Garsų Pasaulis. The Hungarian-Romanian consortium of companies ANY Biztonsági Nyomda Nyrt. and Zipper Services, participated in the tender with a price offer of 353 million lei. And the consortium of companies Certsign (Romania), Österreichische Staatsdruckerei (Austria) and Demax Holograms PLC (Bulgaria) offered the lowest cost for the production of forms: having entered into the tender with a price offer of 168 million lei, it subsequently reduced the cost to 162.1 million lei. In July, the ASP working group on public procurement qualified the first bidder at the minimum bid price (CertSign, Romania) and sent a technical proposal to the ASP Technology Department for verification and conclusions regarding their compliance with the requested criteria. After completing all the formalities, the winner of the tender had to conclude a contract for the performance of work within 2 years - from January 1, 2022 to December 30, 2023. Earlier, ASP reported that the forehand organization of public procurement procedures in 2021 was dictated by technological-procedural specifics, since legal procedures take from six months to a year. This will also allow avoiding the risk of running out of letterhead and supplies.
