Prime Minister Natalia Gavrilita announced this, stressing that there are many issues related to this purchase. “This week I sent the Control Service of the Prime Minister to the Public Services Agency to check the purchase worth 500 million lei, announced in May this year. There are many questions related to this purchase, and I want to be sure that the society will receive all the answers,” said Natalia Gavrilita. Earlier, the Public Services Agency noted that the procurement concerning documents of state importance, in particular identity documents of the national passport system, driver's licenses and vehicle registration certificates, was initiated in 2021, without allocating funds in the ASP budget for 2021, and direct procurement will be carried out in 2022-2023 with the allocation of the required amounts in the budgets of the ASP for 2022 and 2023, necessary for the corresponding agreement concluded as a result of public bidding. The need to organize public procurement procedures for document blanks in 2021 was justified by the fact that all procedures take at least 12 months. A package of documents for this tender was requested by 4 economic operators: Certsign (Romania); Tipo Direct (Moldova); Garsu Pasaulis (Lithuania); Muhlbauer (Germany). On June 24, 2021, offers were opened through the MTender platform. According to the information published on MTender's website, the consortium of companies Certsign (Romania), Österreichische Staatsdruckerei (Austria) and Demax Holograms PLC (Bulgaria) won the tender for the purchase of blanks for the production of Moldovan passports and certificates. The consortium entered the tender with a price offer of 168 million lei, but during the auction reduced the price to 162.1 million lei (-4%).
