
MDelivery government delivery service to be created in Moldova.
The State Chancellery and the Electronic Governance Agency have initiated public consultations on the draft concept of a new public service - the MDelivery delivery service, which will ensure the physical delivery of the results of the provision of public services by Moldova’s government agencies. MDelivery will create a unique platform by connecting 3 entities: the sender and recipient of public services, as well as a postal service provider. This platform will reduce the costs of all 3 parties involved. Thus, senders and postal service providers will sign a single contract with the Electronic Governance Agency to gain access to MDelivery; management of all dispatches on the results of the provision of public services will be carried out through a single platform; individuals and businesses will have secure access to a government delivery service. It is noted that the launch of such a delivery service is dictated by the need for a comprehensive modernization of public services, as well as the current epidemiological situation. With MDelivery it will be possible to avoid crowds, physical contact between people will be minimized, and personal expenses of the beneficiaries will be minimized. Currently, a limited list of document delivery services is provided by Poșta Moldovei. Other legal entities registered as postal service providers and complying with the rules for the provision of such services will be able to connect to the MDelivery platform. The MDelivery service will be implemented within the framework of the Modernization of Government Services project, which is being implemented on the basis of an agreement between the Moldovan government, the International Development Agency and the International Bank for Reconstruction and Development. The development of the platform will require about 3.7 million lei, and the annual costs of managing the platform are estimated at about 400 thousand lei.
