With the support of the European Union, Moldova will develop a customs data exchange system for mutual recognition of authorized economic operators of the Republic of Moldova and the EU.
This was reported by the Moldovan Customs Service, noting that, in particular, a comprehensive data exchange system for the mutual recognition of authorized economic operators between Moldova and the European Union will be developed for the department with the support of the EU High-Level Advisers Mission. On April 26, a working meeting was held between the leadership of the CS and the EU Delegation in Moldova, dedicated to the start of work. The Mutual Recognition Agreement (MRA) of Authorized Economic Operators (AEOs) between Moldova and the EU is a priority and an obligation under the EU Association Agreement - RM / DCFTA, which stipulates, among other things, that the parties should establish where appropriate and expediently, mutual recognition of trade partnership and customs control programs, including equivalent trade facilitation measures. This is expected to speed up border crossing and reduce border delays and facilitate trade, while enhancing security, including preventing and combating smuggling and other customs offenses. The new system of data exchange between the customs authorities of Moldova and the EU countries will lead the country to the final stage before signing the agreement - the previous stages included mainly legal convergence of national legislation. CS Director Sergiu Burduja said that the project, which is being launched, is aimed at preparing Moldova for the signing of the Agreement on Mutual Recognition of AEO between Moldova and the European Union. This information system will provide real-time transmission of up-to-date information on the evolution of AEO programs to improve supply chain security and facilitate trade exchanges. In turn, the EU Ambassador to Moldova Peter Michalko noted that the EU continues to provide tangible support for business development in our country. According to him, the Agreement on the Mutual Recognition of Authorized Economic Operators will be an important step towards further economic integration between the EU and Moldova, an increase in the export of Moldovan products to the European market and a vital interest for business. The data exchange system within the framework of the Mutual Recognition Agreement, which is one of the main conditions for concluding the agreement, will be developed with the support of the EU. This will be the first communication system between the customs authorities of the EU countries and Moldova. The mechanism for the exchange of data on the safety and protection of AEO between Moldova and the EU member states will provide certain advantages to mutually recognized economic operators, first of all, a priority regime at border crossing - a special lane intended for holders of this permit and a reduced number of checks - AEO status recognized by customs the administrations of both the EU and Moldova indicates that the role of the trader in the international supply chain is reliable. // 26.04.2021 — InfoMarket
